Core Pillar 1 of 4

Physical Safety & Security

The foundation of all other efforts.
Danger: Injury, Death, Violence
Key Principle

You have approximately 3 minutes without air or in immediate life-threatening danger before death occurs.

You cannot treat wounds or distribute food in an active danger zone. Physical safety is the absolute prerequisite for any other survival or relief activity.

For Individuals
  • Avoiding immediate threats (evacuating a fire, finding cover from a storm)
  • Identifying and moving away from structural hazards
  • Understanding situational awareness and threat assessment
  • Having evacuation plans and routes prepared
  • Knowing when to shelter-in-place vs. evacuate
For Communities & Governments
  • Police, fire, and emergency services coordination
  • Search & rescue operations
  • Hazardous material containment
  • Establishing safe zones and perimeters
  • Civil defense and emergency management
Standards Alignment
FEMA: Safety & Security
Rule of Threes: Air/Immediate Threat (Priority #1)
